Proposed opt-outs should definitely go on a ballot BEFORE they can be budgeted or enacted (and should be called what they are: Extra tax assessment).
All local, school, and state elections should be on the same well-publicized date statewide, not slipped in here and there so people don't even know they're happening.
And yes - Sales tax on the purchase of property and no more tax after that. Property tax is a tax on unrealized gain - a favorite idea of Liz Warren's.
